Fill a large pot with water and bring to a rolling boil. Add a generous amount of salt, then stir in rotini pasta. Cook according to package directions until al dente, stirring occasionally. Drain pasta in a colander and rinse under cold running water for 20 seconds to stop cooking and remove starch.

Transfer cooled pasta to a large mixing bowl. Pour one-third of dressing over the pasta and toss to distribute evenly. Cover and refrigerate for at least 30 minutes to allow flavors to develop.

While pasta chills, shred cooked chicken into 1-inch bite-sized pieces. Dice bell pepper, shred carrots into thin matchsticks, slice green onions, roughly chop cilantro, and chop almonds. Drain mandarin oranges thoroughly.

Remove chilled pasta from refrigerator. Add spinach, chicken, bell pepper, mandarin oranges, carrots, green onions, and cilantro to the bowl. Toss gently to combine. Pour remaining dressing over salad and toss evenly. Let rest a few minutes to allow flavors to meld.

Toast sesame seeds in a dry skillet over medium heat for 1 to 2 minutes, stirring constantly until fragrant and golden. Transfer salad to serving bowl or plates. Garnish with toasted sesame seeds and chopped almonds immediately before serving.
