Heat 1 tablespoon of olive oil in a large skillet over medium heat. Add the sliced onions, green bell pepper, minced garlic, Italian seasoning, salt, and pepper. Cook, stirring occasionally, until vegetables are soft and caramelized, about 8 to 10 minutes. Transfer vegetables to a plate and set aside.

Return the skillet to high heat and add the remaining 1 tablespoon olive oil. Add sliced steak in a single layer and sear for 2 to 3 minutes until browned. Season with salt, pepper, and red pepper flakes, if using. Remove from heat.

Preheat oven to 400°F. Lightly flour a work surface and roll out the pizza dough into a 12 by 16-inch rectangle.

Evenly sprinkle mozzarella and Parmesan cheeses over the rolled-out dough, leaving a 1-inch border around the edges. Top with the cooked steak and vegetable mixture, distributing evenly.

Starting at one long side, roll the dough tightly into a log. Pinch the ends and seams to seal firmly.

Place the stromboli seam-side down on a baking sheet lined with parchment paper. Whisk the egg with 1 tablespoon of water and brush over the top of the dough. Using a sharp knife, cut 3 to 4 slits across the top to allow steam to escape.

Transfer to the oven and bake for 20 to 25 minutes, or until golden brown and crisp.

Remove from the oven and let cool for 5 to 10 minutes. Slice and serve warm with marinara sauce on the side.
