Stir flour with rising powder in a bowl. Put aside for now.

Dump in flour mix and stir just enough to blend. Cool the mix for an hour minimum.

Grab small amounts and roll into rounds using a tiny scoop or spoon. Set them on baking paper with gaps between.

Blend icing sugar with milk bit by bit for a thick coating. Add the flavor.
